**Opportunity**


Abt is seeking an experienced Data Scientist with advanced analytic and programming skills to join its growing team in the Data Science, Surveys and Enabling Technologies (DSET) Division. This division plays a key role within Abt providing research, analysis, study design, statistical consulting, and advanced analytics to a broad range of government agencies, university researchers, foundations, the media, and corporations. Much of their work is focused on public policy and policy evaluation in such areas as health policy, epidemiology, education, food safety, urban planning, the environment, and public opinion, both within the US and internationally.


This Data Scientist will work with internal and external clients on the valid and reliable applications of primary and secondary data, including survey data, administrative records, social media data, sensor and other available data, to answer complex technical questions. They will perform ETL on the data for advanced analyses and perform select analyses under the direction of senior staff. In addition, the successful candidate will independently and collaboratively develop sampling designs to develop designs for data collection, communicating the strength and weaknesses of various analyses, identifying and applying appropriate analytic techniques across a range of data types.


The selected candidate must be an expert at programming, with preference given to experience working in Python environments. In addition, experience with other analytic software such as R, Stata, SAS, or MATLAB is a plus.


The Data Scientist will work on-site in Abt’s offices in any of Rockville, MD, Cambridge, MA, Atlanta, GA, Durham, NC.


**Key Roles and Responsibilities:**


The successful hire will be able to perform the following functions:


+ Perform data management tasks (data wrangling, cleaning, ETL) with a variety of data types, including administrative, project, survey, sensor, big data, etc.


+ Successful candidate needs to have demonstrated experience working with large and/or complex datasets.


+ Ability to mentor junior professionals in data science and advanced analytic tasks.


+ Lead and coordinate complex components of large projects or a series of smaller projects with responsibility for the application of advanced methods and techniques.


+ Must have proven technical expertise with both applied and theoretical work in the mathematical and data sciences. This can be through publications, white papers, conference presentations, GitHub repositories, and/or software packages.


+ Serve as a scientific/technical resource and supervise other staff in application of machine learning, NLP and other data science techniques and methods.


+ Provide thought leadership through data science research.


**Preferred Skills and Prerequisites:**


+ Experience with Machine Learning algorithm development, training, modeling, evaluation, and production.


+ Experience with cloud ML services (e.g., Google Cloud, AWS, Azure) is a plus.


+ Experience with Natural Language Processing (NLP) tools and approaches, including text mining, classification,


+ Experience with dashboard design, development, deployment (Streamlit, DASH, Shiny).


+ Demonstrated experience in writing, presentation, and interpersonal communication skills with the ability to discuss analytic topics with lay audiences of different levels of analytic sophistication.


+ Experience with statistical computing software such as R, Stata, SAS, or SPSS a plus.


+ Experience with distributed computing (e.g., Spark, Hadoop) is a plus.


+ Experience with business intelligence systems such as Tableau, Spotfire, and PowerBI a plus.


+ Experience in business development, client relationship management and supervision/staff development a plus.


**Minimum Qualifications**


+ Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
