We provide Scientific, Engineering and Technical Assistance (SETA) support to Defense Advanced Research Projects Agency (DARPA) in Arlington, VA. For sixty years, DARPA has held to a singular and enduring mission: to make pivotal investments in breakthrough technologies for national security.

We have an ongoing need for a **Telecommunications Engineer and Information Management** to support the DARPA Information Innovation Office (I2O) in Arlington, VA.

**Duties will include but are not limited to:**

+ Providing a range of support to the Government Program Manager in developing and implementing an ongoing Science and Technology (S&T) program involving remote signal injection and device characterization

+ Supporting the government program manager by supporting or leading all activities in project management of efforts related to telecommunications and information management, technical and programmatic risk analysis, and program-funded test coordination

+ Leading periodic (monthly or bi-weekly) performer assessments to analyze program, technical and schedule risks; develop risk mitigation strategies; communicate findings to the government program manager

+ Evaluating and guide technical reports, briefings, and other performer communications

+ Engaging stakeholders and collaborators across the various Department of Defense and Intelligence Community agencies and services

+ Shaping and overseeing early operational analysis

+ Administering programmatics, including development of technical analyses, identification of technology gaps, technical risk management, project cost estimation, technology transfer efforts, as well as supporting technical reviews

+ Preparing DARPA work products including presentations and reports

+ Attending and organizing program reviews/site visits/field tests

+ Supporting further research solicitation development and source selection activities associated with infrastructure protection

+ Working closely with the Government team throughout the life-cycle of the program, including coordinating with the upper management of all stakeholders

+ Performing independent technical reviews of performer efforts, providing design and process improvement recommendations

+ Aiding in the development of new tools, techniques, and processes - Reviewing acquisition related documents

+ Supporting development and engineering design reviews and readiness reviews

+ Management of verification efforts for key performance objectives

+ Responding to official requests for information and other tasks from Government clients and stakeholders

+ Advising Government clients on incoming technical proposals and white papers

+ Discussing new ideas for Government programs with researchers

+ Tracking the progress of contracted researchers on their Government programs, including independent testing, and eventual technology transition to end users

+ Participating in key intra- and interagency meetings

+ Working in a dynamic team environment, interact with performer and customer senior-level management

+ 10 – 15% travel may be required

+ Work will be performed on-site in a secure/classified government environment with some telework available


+ Active Top Secret required


+ Bachelor of Science (BS) degree preferably in engineering, mathematics, computer science, or a related field (Advanced degree in a relevant technical discipline or field preferred)

+ Extensive experience (8+ years) with real-world (Intelligence Community and Department of Defense) remote signal injection and device characterization

+ Extensive experience (8+ years) developing, testing, and validating remote signal injection, and working with real-world systems

+ Demonstrated understanding of technology adoption mechanisms large industrial enterprises. (Examples: developed license agreements, patents)

+ Familiar with modern control systems and their ability to adapt, including current research in adaptive, learning control systems and the vulnerabilities and advantages of these systems

+ Demonstrated experience on multidisciplinary teams on large, complex, multi-phase programs

+ Working knowledge of the Department of Defense research and development and acquisition processes

+ Expertise and strong interest in the above technical areas

+ Ability to quickly learn unfamiliar areas needed to broadly support program goals

+ Proficient in Microsoft Office Suite, including Microsoft Project

+ Proficient in experiment design, especially for large scale operator control systems

+ Demonstrated attention to detail

+ Excellent communication skills - both written (to include PowerPoint) and oral

+ Self-starter who is willing to both take the lead and provide support in a team role in a complex, fast-paced, cross-disciplinary work environment

+ Strong organization skills with the ability to multi-task and respond to quick turn-around requests

+ Understanding of processes to coordinate with various mission partners and member of the government test and development organizations

+ Flexibility and readily adaptable to change


+ TS/SCI clearance

+ Ph.D. in a related engineering area is highly desirable

+ Development of mitigation to Precision Navigation and Timing (PNT) attacks

+ Extensive experience in data analysis and exploitation, and algorithm development or systems related to detecting anomalies in the power grid through remote (stand-off) sensing

+ Experience with system engineering of lightweight electric grid sensors using commercial-off-the-shelf components

+ Familiar with the habituation and training of operators for large scale industrial or military systems and how to evaluate their reaction to change or disruption

+ Prior experience as a Scientific, Engineering, and Technical Assistance (SETA)

+ Prior experience at the Defense Advanced Research Projects Agency (DARPA)

+ Prior experience with programs related to national defense

+ Ability to prepare and present technical and programmatic information for diverse audiences

+ Experience developing plans, budgets and schedules
