Job Description

The Emergency Response & Security Leader is responsibleand accountable for managing the emergency response and security (ER&S)program. This role will provide leadership,guidance, technical problem solving, and program implementation support in emergencyresponse, confined space, chemical hazards, and security.

Key responsibilities:

Direct responsibility for managing the siteemergency response team. Have knowledgeof applicable regulations, codes (NFPA), and standards (OSHA) as they relate tothe development of: Emergency Action Plans, Training Programs, Emergency PPE,Capability Assessments, Response Equipment, Drills, and Medical Screening.

* Site FacilitySecurity Officer with direct responsibility for managing and oversight ofsecurity personnel and maintaining compliance with MTSA and applicable physicalsecurity regulations.

* Understand thestrategy and associated plans for the ER&S organization and utilizeexpertise to develop processes and tools to assist implementation andcompliance.

* Actively participatein external associations and partners with other companies to leverageimprovements and best practices.

* Coordinate, lead andfacilitate security improvement efforts with cross-functional teams (e.g.Information Technology, Procurement, Capital Engineering, etc.).

* Provide expertise tosupport investigations and follow up as required.

* Ensure compliancewith all country and local requirements related to ER&S.

* Audit facilitysecurity plans and program against regulatory and company requirements andindustry standards.

* Provide training toER&S and facility resources as needed.

* Maintainprofessional and technical knowledge through training, reviewing professionalliterature, networking, and participation in professional associations.

* Engage withfunctional and business partners to understand new and ongoing initiatives.

* Utilize Managementof Change tool to ensure effective training and implementation of all changesand improvements.

* Keep abreast of industry trends, regulatorychanges, and new technology as it relates to fire protection and emergencyresponse.

* Site representative for the Local EmergencyPlanning Committee (LEPC)

* Develop standards for emergency responseprograms and security, including post orders, HAZMAT response programs andrescue plans.

* Develop and deliver required reports andmanagement reviews on the site's ER&S performance and status.

* Coordinate ER&S training and drills acrossthe site. Evaluate drill performance, communicate results, and work directlywith site leaders on actions plans to address any gaps.

* Review and recommend improvements to emergencyresponse systems, including rescue equipment, fire apparatus, etc.

* Work with our Risk Consultants to coordinatesite visits and manage audit findings related to ER&S.

Basic Qualifications:

* Bachelor's degree in IndustrialSafety, Occupational Safety, Emergency Management, Criminal Justice, or relatedfield.

* Minimum 3 years ofprogressive experience in emergency response in a chemical or petrochemicalenvironment or equivalent highly hazardous environment.

Additional Qualifications:

* Qualified instructorfor fire, HAZMAT and medical response.

* Facility SecurityOfficer Training

* 2+ years' experience inoccupational safety, process safety engineering, security management, or emergencyresponse

* Experience working inincident management as it relates to the manufacturing industry.

* Considerable experiencedesigning, implementing, and coordinating emergency management training andexercise programs for a large, diverse organization.

* Highly motivated,energetic, self-directed individual with good analytical and problem-solvingskills.

* Demonstrated ability to network and provideeffective influence leadership cross-functionally with Operations, Technology,Maintenance, and Training organizations and site leadership

* Sound technical and regulatory based fire safetyknowledge, including knowledge of OSHA and NFPA regulations, laws, andstandards

* Strong computer,project management, and organizational skills required.

* Leadership impact; self-motivated; initiative,team behaviors and customer focus. Has the leadership courage to stronglyadvocate for compliance and escalate issues appropriately as needed.

* Effective communicator: demonstrated ability tocommunicate effectively at all levels of the organization, verbally and inwriting, to establish credibility and influence direction. Interactions includethe hourly workforce, first line supervision, Plant Leadership Team,business level organization, as well as regulatory agencies.

* Integrative Thinker: judgment and a strong ethical framework,allowing the individual to make correct decisions instinctively, balanced withan appreciation for the pressures which business people confront
