Job Description:


The Los Angeles County (County), Internal Services Department (ISD), Information Technology Service (ITS), Customer Applications Branch (CAB), seeks to obtain the services of one (1) Team of three (3) Technical Consultants, including a Project Manager, from the same contractor with expertise in the design and development of websites using Open Source Software (OSS) and WordPress Content Management Systems (CMS) to assist CAB in:

+ Communication, marketing and innovation planning in support of Information Technology (IT) systems that support the operations of County departments that provide services for public safety, justice, social services , recreation, health and mental health, and general government as well as IT related services for other state and local agencies.

+ Design, development or enhancement of existing websites including multi-media web content for CAB programs or initiatives that provide essential services in support of the County’s Strategic Plan 2016 – 2021.

+ Design, development or enhancement of existing websites including multi-media web content for other County departments and related agencies.


In an effort to provide County departments with a wider selection of software development and support solutions, faster time-to-market for critical strategic websites, improved communication, marketing and innovation planning projects, CAB is acquiring experienced consultants of Open Source Software platforms such as WordPress Content Management Systems (CMS) to enhance the design and development of new modern websites. CAB will establish new websites or create multi-media content rapidly to respond to the County’s new initiatives, communications campaigns and strategies for both internal and external audiences.


CAB seeks the capabilities of one (1) Team of three (3) Consultants to assist in website development using WordPress CMS and OSS solutions, including consultation in design and development of market-ready modern websites in supporting ISD’s strategic, operational and communications business practices.

Contractor will assist CAB in utilizing the LAMP (Linux, Apache, MySQL, and PHP) Open Source software bundle in designing and developing more engaging and outreaching content in multimedia format.

WordPress CMS will be the primary application solution for the development and deployment process. A development IDE, deployment framework, and User Interface (UI) pattern library will be used to serve both intranet and internet audiences protected by the County’s security infrastructure. All delivered websites are required to be Section 508/WCAG 2.0 compliant to double “AA” criteria and mobile friendly using responsive themes.


The Technical Consultants shall perform all of the following duties:

1. Website Development & Conversion Project Management Plan

Technical Consultants shall coordinate and maintain project plans by providing guidance and best practices recommendations in the development of project planning documents to ensure proper staff allocation, action plans, governance guidelines, development standards and successful deployment of sites within prescribed timeframes.

+ Technical Consultants will provide outlines and standards for development of requirement specifications, wireframes and use of other agile development, prototyping and deployment tools.

+ Technical Consultants will provide consulting services for the evaluation and selection of tools and plugins appropriate to various websites considering load, scope, security and other needs.

2. Communication/Marketing Expansion and Website Transformation

Contractor will implement Agile Software Development techniques to develop and/or enhance CAB websites using OSS and WordPress CMS software tools including PHP, JavaScript, MySQL, Linux, Apache, CSS, Theme Development and other supporting software. These tools will facilitate development and support of not only website development but also increase communication and marketing visibility to the general public:

+ A generalized theme to render a modern look and feel and friendly user interface for the website including, but not limited to,

+ + Color schemes, widgets, typography, page layouts, homepages, forms, icons, sliders, menus, social integration, SEO, maps and animations.

+ Cross browser compatibility with fully responsive design.

+ Various page layout templates including tables, buttons and lists, icons, about us, services, contact, maps, calendars, newsfeed, FAC, etc.

+ Support of Section 508/WCAG 2.0 compliancy.

+ Mobile friendly and responsive to popular viewing devices.

+ Make recommendations and implement innovation planning activities that increases public awareness of County services.

+ Custom web pages structure and functionality.

+ Enhanced user experience based on functional design.

+ Web support tools including CSS, HTML, PHP, JavaScript, Linux and MySQL.

+ Content creation and management using graphics and layout software that increases communication and marketing visibility of County services.

3. Hosting, Security and Network Integration and Deployment

Contractor shall lead the integration and deployment of developed assets or solutions to ITS’ computing hosting environments including software installation, security scans, and server provisioning and deployment, which will include:

+ Environment maintenance including software installation, server maintenance including Linux, Apache, MySQL, RHEL 6.5 & 7 and security software scanning and maintenance including Acunetix;

+ Installation and configuration of hosting environments to include development and production;

+ Documentation of key configuration parameters for each website and environment;

+ Testing of performance and perform configuration changes until performance objectives are met;

+ Participation in security screening and perform deployment changes until security standards are met;

+ Documentation of software installation and creation of update procedures including add-on modules, widgets or plug-ins.

4. Business Planning, Support & Knowledge Transfer

+ Assist CAB in formulating and executing staffing, training and business service plans in order to cost-effectively offer the maintenance and support services to the County.

+ Conduct knowledge transfer sessions to designated support staff and trainers.


Contractor’s Project Manager (PM)

Technical Consultants must meet all of the following minimum qualifications:

+ Current certification in Agile Software Development Methodology and training. Certification documentation must be provided with response.

+ Three (3) years of project management experience within the last five (5) years in software solution development projects.

+ Three (3) years of project management experience within the last five (5) years developing CMS websites.

+ Three (3) years of experience within the last five (5) years designing graphical user interfaces, websites and website prototypes that incorporate functionality including surveys, fillable forms, subscriptions, dynamic menus, responsive design and app integration.

+ Three (3) years of experience within the last five (5) years with RHEL 6.x and 7.x.

+ Three (3) years of experience within the last four (4) years developing WordPress websites in a large public or private environment.

+ Five (5) years of experience within the last six (6) years, having Knowledge of WordPress CMS website and supporting software including, CSS, HTML, JavaScript, PHP, Linux, MySQL, PostgreSQL, Maria DB.

+ Three (3) years of experience within the last six (6) years having Knowledge of system support, security and maintenance software including Linus, Apache and Acunetix.

+ Two (2) years of experience within the last six (6) years in Section 508/WCAG 2.0 requirements and the Siteimprove website remediation application.

Contractor’s Technical Team of Technical Consultants

Technical Consultants (can also include PM) must collectively meet all of the following minimum qualifications (the team of Technical Consultants must collectively meet all of the qualifications, each Technical Consultant must meet at least one qualification):

+ Three (3) years of work environment experience within the last four (4) years in website development and conversion using Open Source software tools and WordPress CMS tools.

+ Two (2) years of experience within the last six (6) years developing requirement specifications for private or public agency websites.

+ Two (2) years of experience within the last five (5) years designing and configuring responsive CMS websites.

+ Two (2) years of experience within the last three (3) years in developing private or public agency websites utilizing the following tools:

a. Adobe Creative Suite including Indesign, Photoshop and Illustrator.

b. Adobe Acrobat.

c. WordPress CMS.

d. CSS, JavaScript, PHP, HUML, MySQL, Maria DB, and PostgreSQL.

e. Linux, Apache, and Acunetx.

+ Provide one (1) work sample for each of the following projects completed within the last three (3) years:

a. Website design for private or public agency.

b. Business plan for website development services.

c. Detailed project plan for website development or conversion.

Submissions that fail to provide the requested samples above will be disqualified. Submissions that fail to submit a completed WOS Form A will be disqualified. If called upon for an interview, candidate will be required to provide references. Partial months of experience will not be accepted as a full year.
