STATEMENT OF WORK
ASR – ASSESSOR MODERNIZATION PROGRAM COMPLIANCY #2
The County of Los Angeles (County) Office of the Assessor (ASR) is seeking one (1) Application Developer consultant to support the ongoing initiative regarding the Assessor Modernization Program (AMP). Additionally, the Consultant will perform a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems.
The current operating system used by the ASR, will be substituted with AMPs. Therefore, provisional contract IT application staff is required by Business Solutions Group, initially for Phase TWO, to support the implementation of AMP. The contract shall extend throughout Phase Five or until AMP is implemented whichever the later.
ASR utilizes several Oracle software applications The ASP.Net Framework version 4.5 and SQL Server developed Legacy Applications will no longer be supported by the Assessor. Hence, AMP will be the initiative that ise replacing these applications
The AMP Initiative will be replacing the following Mainframes, AS400, and Legacy Applications
+ AS400 Applications;
+ ASR’s (Extranet) website;
+ Assessor Public Facing Websites;
+ Assessor’s Intranet websites;
+ Decline in Value (DIV);
+ EMC’s – D2 and Documentum’s – Document Management System;
+ Paperless Transfer System (PTS);
+ Property Database (PDB);
+ SharePoint Content Management System;
+ SQL Server Database – DataWarehouse, PTS/DIV Databases; and
These mainframes and web applications are used by appraisers to re-assess all the County secured properties. DIV is used to assess property values that could have increased or declined based on comparable sales. DIV is available to the public every year beginning in November through August of the following year.
PTS is used by Appraisers to assess the transfer of property arising from sales, inheritance, and division of properties. The transfer involves distribution of values to the transferred property. These are to be developed utilizing the Oracle environment solution.
The Oracle solution applications may also be utilized by other County departments, such as, Registrar-Recorder/County Clerk, Treasurer and Tax Collector, Auditor-Controller, Department of Consumer affairs – Real Estate Fraud Unit, and Department of Public Works. Their existing applications, databases and Information Technology Departments may also interface with the ASR’s Property Database (PDB) mainframe system.
C. DESCRIPTION OF WORK/DUTIES
The Contractors shall perform all of the following duties:
+ Perform/evaluate impact assessments, document production workflow, prioritize project tasks, and codify business requirements on an ongoing basis.
+ Acts as technical expert for development and maintenance of systems utilizing Oracle powered software applications.
+ Develop, test and implement Java and JSP.NET code for mission critical applications based on industry best practices.
+ Install, configure, test, and implement new releases and patches of Java, JSP. NET software, APIs, and other components.
+ Analyze and resolve errors and reported problems and exceptions from development websites and ETL applications.
+ Provide weekly status reports to task supervisor on assigned tasks.
+ Document all Java/JSP.NET programs, PLSQL Queries/Stored Procedures, and all related processes and procedures performed.
+ Transfer all programming codes, scripting, and knowledge to internal staff.
+ Follow industry best standards in handling source and version control.
D. MINIMUM QUALIFICATIONS
The Consultant must meet all of the following minimum qualifications:
1. Three (3) years of experience, within the last five (5) years, with the following skills:
+ a. Java SDK
+ b. Development in Oracle Fusion Middleware Software Products and other Oracle Products
+ c. Git
+ d. Eclipse
+ e. XML/XSD/XSLT
+ f. Red Hat Linux Server
2. Three (3) years of experience within the last five (5) years developing applications using Java/JSP Application Programming Interface (API).
3. Three (3) years of experience within the last five (5) years implementing applications and system security including SSL certificates (HTTPS), SFTP, Encryption and role based security.
4. Three (3) years of experience within the last (5) years writing maintainable objected oriented code while adhering to general coding and documentation standards.
5. One (1) year of experience acting as a lead and/or participated in a software development team to produce a software application/product.
6. One (1) year of experience installing and administering Oracle Solution Suites.
References on the WOS Form must be from actual companies where work was performed not from the Contractor submitting the resume. Bid submissions that fail to submit a complete WOS Form A will be disqualified.
References may be requested if called for interview. Partial months of experience will not be accepted as a full year.
