Global Service Resources is looking for a Consultant to support the recently implemented Program Management Office of the Information Technology Service (ITS). This engagement will ensure that Project Management best practices are disseminated and adopted throughout all branches of ITS.
The Consultant will work with the designee for the ITS Program Management Office initiative and ITS executive leadership to design and maintain a Project Management Training and Mentoring Program for ITS staff, along with continuing to monitor progress and adherence to Program and Project Management best practices.
Contract: 12 Months with a high chance of extension or permanent hire.
Location: Internal Services Department in Downey, CA
Hours: 40 Hours a week
Pay Rate: Open. LA County will choose the candidate with the best skills at the most affordable hourly rate.
Benefits: 3 Sick Days and Group Health Insurance at a Discounted Rate (Kaiser) after 90 full days of employment.
***Travel to other County of Los Angeles offices may be required. Gas and mileage will not be reimbursed, so please factor that into your desired hourly rate. ***
Must Meet ALL Minimum Qualifications:
1. Master s degree in Management with a Decision Support Systems, Executive Information Systems specialization, or a closely related field.
2. Current Project Management Professional (PMP) certification. Provide copy with resume.
3. Current Program Management Professional (PgMP) certification. Provide copy with resume.
4. Five (5) years of experience within the last seven (7) providing project management support services.
5. One (1) year of experience within the last three (3) years evaluating organization structure and services, and provision of a successful project management and oversight or tools development.
6. Two (2) years of experience within the last three (3) years working with tools, artifacts and processes for project and program management such as: Microsoft Project Dynamics SharePoint
7. Documentation of five (5) years of project/program management experience, working with an information technology environment preferred. Must provide documents with resume.
The mission of ISD s ITS is to deliver centralized, reliable and secure solutions that support the County's diverse technology needs in a cost-effective and transparent manner. ITS is responsible for the provision of technology services to a workforce of more than 100,000 employees in over 35 County Departments through the safeguarding and support of mission-critical systems, networks and data. These comprehensive information technology offerings are encompassed within four branches of service that include Shared Services, Customer Applications, Computing Services and Telecommunications. ITS Administration also includes Planning and Administration (PLAD), the service group responsible for developing the annual ITS budgets and monitoring the ongoing financial performance of its four branches. The vision for ITS is to continually facilitate transformational change that guides and supports the shifting technology needs of customers while continuing to improve the delivery of high quality and reliable IT services. The future of ISD s ITS is also focused on promoting increased productivity and collaboration. Establishing a solid Project Management practice is one of the key factors in delivering projects that meet requirements and are on time and on budget.
Scope of Work:
+ Schedule and conduct basic and advanced Project Management training courses.
+ Facilitate one on one mentoring with project managers across all branches.
+ Assist in the development and dissemination of Program Governance principles and processes for ITS. Coordinate with Agile teams for the seamless reporting of their projects in the Program Management Portal.
+ Maintain a Project Portfolio repository.
+ Finalize the curriculum for a basic Project Management class and conduct the training for approximately 100 ITS technical staff (10 - one (1) day sessions for 10-12 students).
+ Finalize the curriculum for an advanced Program and Project Management class and conduct the training for approximately 25 ITS technical staff (Two (2) three (3) day sessions for 10-12 students).
+ Classes will be held at ITS s Downey Headquarters.
+ Establish monthly one-on-one mentoring sessions with the advanced class attendees to advise them in Program and Project Management practices and continue their professional development.
+ Assist the Program Management Office in the development of standards, policies and procedures for Project Portfolio Governance and Project Management. This includes ensuring that information is shared on a timely basis and aligns with ISD, CIO and County priorities and goals.
+ Maintain a Microsoft SharePoint online site to store documents and guides related to this Governance.
+ Work with ITS Agile development teams to ensure that they are maintaining a proper and timely information flow to integrate with the ITS Executive Project Dashboard.
+ Maintain a repository of ITS projects utilizing Microsoft Project Online.
+ Consult with project teams on the use of Project Online to effectively manage projects individually and as a group.
