Bowhead seeks a Program Analyst to join our team in supporting the Naval Surface Warfare Center Crane Division (NSWC-Crane). The Program Analyst will be responsible for the Quality Management System (QMS) for the Expeditionary Electronic Warfare Systems Division (EEWSD) and must have extreme attention to detail and organization skills. The Program Analyst must be an expert user of Microsoft Excel as they will evaluate, track, control and make recommendations on inventory of calibrated equipment using Excel. Microsoft Access skills are also crucial for reviewing feasibility and implementing recommendations. The Program Analyst will also serve as the back-up for the Calibrated Equipment Coordinator when necessary. Other essential duties are outlined below but are not meant to be an all-inclusive list.

* Ensure all products of the EEWSD are in compliance with all regulations and the QMS this will include writing and reviewing quality documents.

* Assist in the development and training of the QMS to individuals within all levels of the Chain of Command.

* Conduct quality audits internally and within other divisions at NSWC-Crane and may be required to respond to data calls.

* Will be responsible for Continuous Improvement (CI) activities and must have, at a minimum, Department of Navy (DoN) recognized Green Belt training.

* Utilize CI tools including Lean Six Sigma (6S) to develop and present annual CI plans, trainings and events.

Requirements Bachelor's degree is required in addition to at least two to five (2-5) years of professional experience in a program analyst role. Additional experience may be substituted for the formal education requirements for highly qualified candidates.

* Prior experience supporting NSWC Crane is highly sought.

* Experience with Continuous Improvement Processes, Lean Six Sigma and ISO 9001 are highly sought.

* Green Belt certification is preferred but not required.

* Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint & Access

* Ability to communicate verbally and in various written forms effectively with all levels of employees and outside contacts

* Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED: Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
