Opportunity Overview:

The Recruitment Program Manager serves a critical role in enhancing the recruitment infrastructure at the University of Minnesota. This position will lead efforts to evaluate and better understand the current recruitment infrastructure and identify opportunities for enhancement. In addition, this role will work across University departments and with clinical partners to strengthen existing recruitment practices and to pave the way for new strategies/methods with the overarching goal of improving recruitment and retention into clinical trials.


The focus of CTSI is accelerating discoveries toward better health. They have a culture that is focused on removing barriers and accelerating the process of translating laboratory discoveries into treatments for patients, engaging communities in clinical research efforts, and training a new generation of clinical and translational researchers.

Required Qualifications

* Bachelor's (BA/BS) degree with at least eight (8) years of experience including clinical research experience and program development with progressive responsibilities OR an Advanced degree (Master's) with six (6) years of clinical research experience including clinical research experience and program development with progressive responsibilities

* Superior communication, interpersonal, organizational, project management, and creative problem-solving skill.

* Ability to think strategically and understand diverse research stakeholders;

* Strong leadership skills.

* Working knowledge of regulations associated with clinical research.

* Strong customer service skills

* Technical aptitude to include databases, social media, etc.

Preferred Qualifications

* Experience with strategic program development

* Experience with human subjects recruitment

* Experience with and knowledge of digital and innovative media relevant to research recruitment

* Experience in an academic health care setting

* Experience with recruitment related software

* Experience successfully utilizing social media as a recruitment strategy

Position Responsibilities:

Strategic Direction and Infrastructure Development (35%)

* Assemble a stakeholder committee with broad institutional representation and diverse research populations and enrollment conditions including: department leadership, Investigators, study staff, Best Practices Integrated Informatics Core (BPIC), IRB, HIPCO, clinical partners, and specialities such as pediatrics, inpatient research, emergency research, oncology, underrepresented, etc.

* Establish charter and set expectations

* In collaboration with the Evaluation and Monitoring team, develop and conduct a survey for the research community

* Identify actual and perceived barriers to recruitment

* Develop the process for periodic review of the barriers experienced by the research community

* Prioritize barriers and lead the committee in overcoming these barriers

* Establish working groups to work through challenges and define the processes for effective recruitment strategies

* Report up to Clinical Research Operations Committee (CROC)

* Collaborate with other research stakeholders (e.g., Informatics, Institutional Review Board, Workforce Development, Research Preparation Group, Clinical Research Support Center (CRSC), HIPAA Privacy Officers, Clinical Partners and other University groups) to address regulatory, institutional policy, and/or workflow barriers that hinder research recruitment and optimize use of the electronic health record to support subject recruitment

Program creation, evolution, and management (35%)

* Develop and evolve the program's mission, vision and business plan

* Maintain a thorough knowledge of the research recruitment literature, best practice strategies, peer institution approaches, research sponsor expectations (e.g., federal, pharmaceutical and/or device industry) and rules governing human subject recruitment (e.g., Office for Human Research Protections, Health Insurance Portability and Accountability Act)

* Employ continuous quality and process improvement strategies to identify recruitment barriers, advance recruitment enhancement initiatives, track and evaluate program effectiveness, and assess system-wide recruitment performance impact

* Create and disseminate a repository of best practice recruitment and retention materials, templates, and other resources and tools, including those tailored to reach specific study populations

* Seek innovative tools and methods to recruit research participants, such as new technology, social media and mobile technology.

* Participate in local, state and nationwide recruitment initiatives, including serving as the Liaison to the National NIH/NCATS Recruitment Innovation Center

* Drive recruitment efforts for multi-site trials, including studies from MARCH Midwest Area Consortium for Health (MARCH)

* In collaboration with the Research Preparation Group, develop the structure for recruitment support for walk-ins, feasibility and navigation in the Clinical Research Support Center (CRSC)

* Establish goals and metrics for Recruitment Center. Analyze Recruitment Center performance using research study data and customer satisfaction surveys. Develop action plans to improve operations

* Benchmark with other organizations to identify recruiting best practices (NCATS National Center for Advancing Translational Services, Other CTSI recruitment teams, Contract Research Organizations (CROs))

Recruitment Initiatives (20%)

* Collaborate with Workforce Development on the development, launch, and maintenance of Recruitment/Research Awareness related materials.

* Provide researchers with optimized recruitment tools and resources, such as

* Research study websites and tools (i.e. Study Finder,, Partner/affiliate websites)

* Registries designed to connect interested volunteers with research studies (Research Match)

* Collaborate with leadership to identify new service lines needs and advance initiatives to facilitate the efficient conduct or high quality and ethical clinical research

* Provide leadership oversight for StudyFinder and drive growth and enhancements of tool as appropriate

* Oversee institutional liaison for Research Match

* Generate and deliver clear and concise reports as requested

* Participate in and/or lead project working groups as assigned

* Supervision of Community Recruitment Liaison and Clinical Recruitment Liaison
