Responsibilities


TheSafety Course Manager II(Oversight) will provide subject matter expertise for the National Training Center. Subject matter areas of expertise include but are not limited to Oversight Fundamentals, Oversight and Implementation, Performance Management, Integrated Oversight Plans, Oversight for Supervisors, Assessment Fundamentals, Assessment Preparation and Application, Oversight Data Analysis and Reporting, and Causal Analysis and Corrective Action, and DOE standards and orders that apply. The Course Manager will define and provide technical input to all phases of the training development effort, including analysis, design, development, implementation, and evaluation and will serve as Lead Instructor for most of the Oversight training courses.


+ Support NTC staff to assure that the Oversight training courses are aligned with DOE’s operational needs.


+ Support NTC staff in the development, data gathering, and data analysis of Oversight course training needs assessments.


+ Support NTC staff in the vetting of curriculum and courses through contractor organizations, such as EFCOG, and through professional organizations.


+ Support NTC staff in the design of Order-compliant training materials.


+ Function in the role of the NTC subject matter expert, Lead Instructor for the Formality of Operations courses.


+ Develop and instruct areas of Oversight Fundamentals, Oversight and Implementation, Performance Management, Integrated Oversight Plans, Oversight for Supervisors, Assessment Fundamentals, Assessment Preparation and Application, Oversight Data Analysis and Reporting, and Causal Analysis and Corrective Action.


+ Interface, collaborate, and develop consensus positions with federal and site contractor subject matter experts.


+ Evaluate Oversight training materials for compliance, quality, and appropriateness.


+ Evaluate course delivery at the NTC and at DOE sites. Instruct Oversight courses at the NTC and at DOE sites.


Qualifications


We do not sponsor employees for work authorization in the U.S. for this position. Must be a U.S. citizen.


+ Technical degree from an accredited college or university with preference in Arts, Science or related field.


+ A minimum of 10 years of Oversight experience in DOE or government agency.


+ Combination of education and relevant experience accepted.


NOTE: Any combination of relevant education, training, and experience (i.e., experience comparable in difficulty to college-level work), totaling four years above the high school level, which provides the required knowledge, skills, and abilities and renders.


Essential skills and experience:


+ Must be a Subject Matter Expert (SME) in the content and requirements of DOE O 226.1B,Implementation of the Department of Energy Oversight Policy,Oversight and Implementation, Performance Management, Integrated Oversight Plans, Oversight Data Analysis, Causal Analysis, and Assessments with a minimum of ten (10) years of experience in training and/or implementation of these programs.


+ Must have a strong understanding of Microsoft Office Professional Suite, including Outlook, Word, Excel, and PowerPoint.


+ Must have experience with traditional and modern training methods and techniques.


+ Must be a self-directed leader with stellar organization skills.


+ Must be able to manage multiple requirements concurrently and provide frequent updates or improvements to assigned NTC training courses.


+ Must be an effective communicator with the ability to lead/facilitate small group discussion and workshops both in person and via teleconference.


+ The candidate should be knowledgeable and proficient in applying the systematic approach to training (ADDIE) model; including course analysis, design, development, implementation, and evaluation.


+ Instructional background, or experience in instructional technologies.
