**Your Impact:**


Manage all aspects of the procurement program to provide all commodities, bulk materials, and subcontracts necessary for the execution of the UCOR mission in accordance with DOE prime contract 89303322DEM000067.


Manage buyer, subcontract administration, and other Supply Chain department staff (between 20-35 individuals).


Manage the EM/NNSA Supply Chain Strategic Sourcing function for UCOR including tool utilization, certification, and tracking of eSourcing events, utilization of SCMC Strategic Purchasing Agreements, and the development and implementation of the SCMC eStores process.


Management and oversight of the UCOR Small Business Program.


Manage the Purchasing Card program to ensure that the program is providing the required value to the end users and UCOR and that the program is continuously maintained in a fully complaint state.


Manage the electronic procurement system (EPS), Oracle Fusion, to ensure that the system is functioning, executing the UCOR purchasing business rules, and that data integrity is being maintained.


Ensures that on-going maintenance and upgrades to Oracle Fusion are performed in a timely manner.


Respond to, validate, and track requests for Supply Chain purchasing data from internal and external sources including the Department of Energy, Internal Audit, various UCOR organizations, Supply Chain Management EM/NNSA Supply Chain Management Center, and others.


Ensures quality and competency within the supply chain is maintained at expected standards to ensure good value, minimization of rework, and nuclear safety.


Provides focus to maintaining a robust supply chain to support the needs of a large government contract.


Oversees the development and overall management of purchasing and contracting.


Establish and maintain clear goals and expectations for organization.


Provides input to policies, procedures, metrics, and the verification methods to ensure that procurement files and justification memos for internal and client review demonstrate that proposed procurements are in accordance with Procurement procedures.


Keep UCOR management advised of significant materials management issues and potential problem areas and propose, as necessary, reasonable solutions or alternatives.


**Here’s What You’ll Need:**


+ BS/BA in Engineering, Accounting, Business, or equivalent combination of related education and experience


+ Minimum of 15 years’ Procurement experience, including 10 years’ management experience


+ Experience demonstrating a comprehensive understanding of the procurement aspects of Government contracting regulations; project planning and operations, and management and supervision of personnel, including defining tasks, making work assignments, and evaluating performance


+ Skilled in working with and communicating effectively both orally and in writing with other project and functional groups and the DOE


+ Knowledge of applicable directives, Management Instructions, and Procurement procedures.


+ Strong organizational and leadership skills.


+ Excellent written and oral communication skills.


+ Ability to work onsite daily at 701 Scarboro - Oak Ridge, Tennessee is required


+ Knowledge of Oracle ERP systems and integration with business systems is preferred.


+ Knowledge in developing Oracle OTBI reporting and spend analytics is preferred.


+ Experience aligning technology for predictable acquisitions and integration with supplier community is preferred.


+ Person already residing in the greater Knoxville area is preferred but limited relocation assistance may be available

The work location for this position is Oak Ridge, TN.
