Bowhead is seeking Systems Security Engineers in the Philadelphia, PA area to prepare, review, revise and maintain Risk Management Framework (RMF) Validation documentation. This work will include visiting government locations to research and collect RMF data this position will require travel 25-50% of the time and will require a minimum of one OCONUS visit so a valid US Passport is required. There is no telework permitted on this contract.

The Systems Security Engineers will be responsible for defining the goals of the system and dividing the solutions into individual, manageable steps and procedures. Once the system and steps have been accepted by the user, the Systems Security Engineers will then complete tasks to implement the system. Qualified candidates must be proficient in both programming and system analysis and must be a Fully Qualified Navy Validator, or be capable of obtaining that designation.

Essential functions will include:

* Using standard techniques of structured analysis, data modeling, information engineering, mathematical model building, sampling, and cost accounting.

* Specifying the inputs to be accessed by the system, design the processing steps and format the output based on end user's specified needs.

* Preparing cost-benefit and return-on-investment analyses to help management decide whether implementing the proposed technology will be financially feasible.

* Determining what computer hardware and software will be needed to set the system up

* Coordinate tests and observe the initial use of the system to ensure that it performs as planned.

* Prepare specifications, flow charts, and process diagrams for computer programmers to follow, this will including working with programmers to debug the system.

* Work with databases, object-oriented programming languages, client-server applications development, multimedia and Internet technology.

Requirements A BA/BS in a technical field is required at a minimum.

* A minimum of ten (10) years professional experience in computer systems analysis including solving computer problems and applying computer technology to the needs of the organization is required.

* Must possess a CNSSI 4012-4016 Certificate OR a NDU CISO certificate PLUS a CCNA certificate OR a CAP certificate OR a Security+ CE OR an ENSA certificate.

* Must meet DoD 8570.01-M IAM/IAT Level II compliance.

* Must have General National Institute of Standards and Training (NIST) RMF Training course (CBT-NQV-100 Series and ILT-NQV-201 preferred).

* DISA eMASS Training (computer based).

* DISA Assured Compliance Assessment Solution (ACAS) Training or Tenable Compliance Auditing Training or Tenable Nessus Advanced Capabilities Training (these can be either computer-based or Instructor-led).

* Must possess two to five (2 to 5) years of practical experience in a Cybersecurity, Engineering, T&E or A&A (formerly C&A) related field.

* Navy A&A Experience performing NQV Level II activities defined in Appendix A and successfully completing all required validator tasks for one or more Security Authorization Packages through the SCA within the past year (or equivalent direct DoD RMF A&A experience as approved by the IA TA) Security Authorization Packages under RMF.

* Must have basic familiarity and understanding of Navy IT Sites, Systems and Infrastructure (including NCS and PIT) and these are applied to Navy RMF guidance to A&A efforts.

* Must have Test & Evaluation experience in allocating assigned security controls into assessment objectives and procedures; developing and executing Security Assessment Plans by selecting and tailoring appropriate assessment methods, depth and coverage and applying sequencing to reduce duplication of effort and provide cost effective assessment solutions (or equivalent direct DoD RMF A&A experience as approved by the IA TA).

SECURITY CLEARANCE REQUIRED: Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement at this location.
