Project Summary:

Every five years, the Census Bureau's Economic Directorate collects and processes information for North American businesses through the Economic Census Program. From the beginning of planning for the census cycle to the publishing of the final data product is estimated to take 7 1/2 years. T-Rex Solutions will provide functional and technical expertise to reengineer the design, develop, integrate, test, and deploy the Economic Census solution. T-Rex will provide architecture and engineering expertise, knowledge of innovative solutions, and knowledge of commercial and public-sector implementation of best practices to support the Economic Census Program. The solution is essential to the Census Bureau to achieve its mission of conducting the Economic Census, and disseminating the results to the President, the States, and the American people.

The key areas of innovation that are critical to the Economic Census are as follows:

* Improving Respondent Experience

* Improving the data products that result from the Economic Census as well as a quicker release of those products

* Increase organizational flexibility

* Reduce the overall operating cost of the Economic Census


We are seeking a Web Application Security Engineer to join our IT infrastructure team. As a key member of the team, you will be responsible for evaluating the current security posture of numerous Web Applications and consulting with development teams on the implementation of security best practices into their application development.

* Design, implement and monitor security measures for the protection of web sites, networks and information privacy

* Perform regular analysis of market trends, technology shifts to ensure our Cyber Security program stays current

* Identify, define & implement system security requirements for external and internal facing web applications

* Designs web application security architecture and develops detailed cyber-security posture

* Conduct web application security assessments and consult with development teams on how to integrate improved security practices into their code.

* Prepare and document standard operating procedures and protocols

* Configure and troubleshoot pen testing and vulnerability scans

* Develops technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks

Skills Required:

* Bachelor's Degree in a relevant field with 5+ years of continuous and progressive experience

* Certification in one of the following: CompTIA Security+ Professional (Security +), Certified Ethical Hacker (CEH), Check Point Certified Security, Administrator (CCSA),

* Detailed technical knowledge of database and operating system security

* Extensive hands on experience developing web applications in PHP, Java, .NET or JavaScript

* Hands on experience with application security assessment tools such as: Web Inspect, Fortify, Burp Suite, etc.

* Hands on experience in security systems and controls, including firewalls, intrusion detection systems, anti-virus software, authentication systems, log management, content filtering, etc.

* Experience in engineering or assessing the security of cloud, SaaS, and multi-tenanted applications including designing authentication and authorization requirements

* Candidate will need to be able to obtain a Census Bureau Public Trust clearance

* Relocation Assistance will be offered

Skills Strongly Desired:

* Experience with OWASP a plus

* Experience with implementing security controls as part of database development

* Census Bureau business knowledge

* Strong organization skills with a proven ability to multi-task, handle multiple assignments / individuals simultaneously and effectively bring discussions and issues to closure with consensus.
